One of the ways used to understand and practice the academic field of History of Ideas, has been through analysis of essays considered to be more representative by authors of a certain period of time and belonging to an hermeneutical school. This would permit the reconstruction of ideas and confrontation with the former existing ones, determining the injluence they could have had. The analysis that we will applied in this essay is different, because we will try to reconstruct the implicit ideas in presidential economic decrees between 1870-1876, in order to try to rebuild the model of development that was tried to impel in Venezuela during that period of its history.
