Participatory democracy is a política! concept in vague, but of which little is known, as its semantic field encompasses many different and even contradictory experiences. The involvement stems from the set of economic, social and cultural rights which are carried by individuals and communities, with public character; and whose solutions are entitled to participate primarily those affected by influencing effectively and efficiently in decision-making on the part of government agencies. Central to this is the real possibility of deliberation to arrive at shared decisions. But another concept of citizen participation makes these mere executors of pre-established programs. Hence the need to establish sorne criteria or notes from which to assess existing experiences. A note is the needfor decentralization to enable real and effective participation of communities, namely, that communities can actually make decisions and influence really in the bodies that have interference in solving their problems.
