Resumen

Toe present essay analyzes the proposal made by President Chávez to reform our National Constitution. We center our interest on the basic aspects related to the figure that is instituted under the denomination of the so-called Popular Power. We will try to develop the model of society implied in the Reform and sorne parameters to determine and discern what is really popular, and how popular subjects can really have and exercise power among our societies.
