The effective existence of federalism is a sufficient evidence so that the democratic character of a political regime could be assured. With the same reasoning, we can say that there is an incompatibility between an authoritarian regime and the processes of decentralization. The Venezuelan case is a good model to demonstrate this premise, and Professor Alvarez strives to present the process of perversion of a system that results in the loss of rights andfreedoms.
