PARA DEMOCRATIZAR LA DEMOCRACIA

Resumen

After considering the option which bases democracy on the understanding of the need far negotiation mechanisms ar pacts valid yet insufficient, this artic/e presents sorne minimum aspects, both formal and substantial in nature, which are essential far a democratic regime to make sense. The author wonders about the presence in Venezuela of the axiological and behavioural strata required to ensure the accomp/ishment and/ ar strengthening of such elements. The development of elements with a formal character streamline the need to strengthen the own features of the State of Law. In the meantime, consideration of substantive aspects lead to the need to Jorge an institutional culture and appreciation of public matters. To conc/ude, there is an arousal of the need to overcome any type of determinism which hampers the acknow/edging of the democracy and ethos as permanent constituents, an open dynamism.
