lnterested in the cultural history of Venezuela, in this paper we have analyzed the "National Survey of State and Culture", organized and carried out by the Group Culture Fresidential Commission far State Reform (COFRE) in 1988, which is a valuable contribution to the scientific diagnosis and prognosis of the cultural sector in the province, as was seen in the late 80s. We present its rationale, objectives that arase, the methodology used (the instrument used, fieldwork, data processing, constraints encountered, the respondent universe). We note the three areas investigated: the Local (community, neighborhood associations, municipal councils, the Houses of Culture), the province (the main dimensions of the cultural field, training, research, information, documentation, promotion, distribution, infrastructure, financing, relations with the private sector and the national public institutions, and ended with the Froposals far an increased role of regional communities in cultural action) and nationally (conclude with proposals from the Frovince to Resize state's role in cultural action).
