LA DES-INSTITUCIONALIZACIÓN: UN EJERCICIO DE «TOTALIZACIÓN» DEL ESTADO

The main purpose of this essay is to understand democracy as a political regime of true exercise of transformation. It is essentially fragile and requires of a constant care. But it is also a "promise", never fulfilled, but must be thought from the horizon of its own promise "future". Specifically, in the Venezuelan case, a process of destruction of all ways of real institutionalization threatens democracy. The "Bolivarian Revolution" is promoting new forms of establishing totalitarianism. This essay analyzes sorne fragments of the Constitutional Reform proposed by President Chávez in year 2007, its totalitarian pretension and sorne values that we need to recuperate in order to rebuild strong and healthy democratic institutions.
