Resumen

-- Society must rule, government must serve. Nevertheless ali our republican process has put at risk his freedom, because of many crisis and even more because of the coming of a communal model. Society can 't be happy despising the law or being indifferent to it. For this purpose, it is necessary the rebuilding of a democratic state, whose laws recognize dignity and respect human rights.
